LORD STANLEYSir, last night I received a telegram to the effect that forty-five of the crew of the Tornado had been liberated, and that seven officers and one seaman still remained in custody; but I have not yet received any explanation of the cause of the distinction being made between those who were liberated and those who were still kept in custody.
