§ SIR STAFFORD NORTHCOTEsaid, some despatches had been received from the Government of India on this interesting subject, and there had also been a correspondence with the Department of Science and Art at South Kensington. The papers were hardly in a fit state to lay before the House; but when the correspondence was completed they could be produced.
