§ MR. GATHORNE HARDYIn fixing this Bill for Two o'clock to-morrow I would venture to say that the language used by many Members yesterday leaves me not without hope that, by some alterations in the Bill, it may be rendered acceptable to the House. I am most anxious not to press this Bill so as to drive even a minority of the House to take a very strong course against it. I would therefore make the proposal that the first clause—prohibition of public meetings in the Parks—should be withdrawn; that it should become a Regulation Bill; and that, instead of the penalty being 40s., it should be £5, as in other Park Bills.
