said, he wished to call attention to the fact that a Bill which stood on the Paper that night for the second reading was read a first time on Saturday without any notice that it was about to be introduced. It was desirable that a Bill of so much importance should not be galloped through the House, but should proceed regularly through all the stages.

MR. SPEAKER

said, it had always been customary to introduce the Appropriation Bill as soon as the House had agreed to the last Vote in Supply.
