DARBY GRIFFITHsaid, he wished to call attention to the fact that a Bill which stood on the Paper that night for the second reading was read a first time on Saturday without any notice that it was about to be introduced. It was desirable that a Bill of so much importance should not be galloped through the House, but should proceed regularly through all the stages.
§ MR. SPEAKERsaid, it had always been customary to introduce the Appropriation Bill as soon as the House had agreed to the last Vote in Supply.
