said, he wished to ask the Under Secretary of State for Foreign Affairs, Whether, in the Agreement or Convention recently entered into between the Porte and the French Authorities on the subject of the Suez Canal, there is any security taken against the employment in future of forced labour on those works, and whether such forced labour is, in fact, altogether discontinued?

MR. LAYARD

said, in reply, that forced labour had been discontinued for some time past in Egypt, and that the Convention recently entered into between the Porte and the French Authorities on the subject of the Suez Canal had reference only to the territorial rights of the Sultan.
