§ MR. MONSELLsaid, in reply, that there were certain legal difficulties about the distribution of the prize money which could only be removed by Act of Parliament. A Bill for removing those difficulties had passed that House, and he hoped it would in a few days become law. The distribution of the third instalment of the prize money would then be proceeded with.
