§ MR. COWPER,in moving that the 2152 Lords' Amendments to this Bill be considered and agreed to, said, that the effect of them would be to limit the operation of the measure to the metropolis. He regretted this, as he thought that it might usefully have been introduced to all parts of the kingdom.
