MR. NEWDEGATE,

in moving that the order for the second reading of this Bill be discharged, said, he reserved to himself the right of bringing it forward at another time. What had occurred during this debate had only served the more to convince him that there was no just claim on the part of the owners of property to profit by the abolition of church rates. In fact, he thought that nothing would be so injurious to them as to put into their pockets a portion of the money that belonged to the parishioners, and the result would be that if church rates were abolished some regular impost would be imposed in lieu of them, though it might not be applied to purposes so salutary as church rates.
