CHICHESTER FORTESCUEsaid, in reply, that the Government, after consulting the Law Officers of the Crown, had come to the decision that the vacancy should not be filled up; and his right hon. and learned Friend the Attorney General for Ireland thought it his duty, two months ago, to communicate his opinion that, in the event of a vacancy occurring, it should not be filled up.
