THE MARQUESS OF HARTINGTONsaid, in reply, that he declined to enter into any such engagement, on the ground that the new system of promotion for the assistant-surgeons of the Brigade of Guards had been settled by a Warrant signed by Her Majesty, and approved by the General Commanding-in-Chief and the Secretary of State for War, in the year 1860, but never promulgated.
