said, he wished to ask the Under Secretary of State for Foreign Affairs, Whether instructions have been given to Her Majesty's Charge d' Affaires at Constantinople to apply for a Firman, without which the Reverend Mr. Zellar is unable to build a Church at Nazareth?

MR. LAYARD

said, in reply, that instructions had been sent to our Charge d' Affaires at Constantinople to apply for this Firman. It appeared that the Porte had sent for a Report from the Pasha of the district. The Turkish authorities were waiting for that Report, and he trusted that the Firman would be granted.
