said, he wished to ask the Chief Secretary for Ireland, Whether it is the intention of Her Majesty's Government to fulfil the promise understood to be made by Mr. Cardwell in 1860, that an Irishman and a Roman Catholic should be appointed to the first vacancy among the Irish Poor Law Commissioners?
