THE MARQUESS OF HARTINGTONsaid, the Report was one entirely of a Departmental character; and, therefore, he did not propose to lay it on the table of the House. It would not be expedient to state the recommendations of the Committee until they should have been considered by the Horse Guards and a decision come to respecting them.
