said, he wished to ask the Under Secretary of State for War Whether the Number of the Army on the first day of the present month was not below the proper establishment by the number of four thousand men?

in reply, said, it was quite true that on the 1st of the present month of February the number of the army was four thousand below the number in the Estimates of last year. But he must remind the hon. and gallant Member that the Establishment was exactly that which it was proposed to retain during the present year according to the Estimates just laid on the table.
