asked the Secretary of State for the Colonies, Whether any and what representations have been made to or received from the Government of or the Ambassador from the United States, in reference to the Passport System, and the other regulations tending to non-intercourse, introduced by order of Mr. Seward, on the Canadian Frontier, and which regulations were still being enforced at the date of the last advices from America?

said, the Question might more properly be addressed to his hon. Friend the Under Secretary of State for Foreign Affairs, but he was ready to answer it. The regulations in question bore date December 17. They were issued, no doubt, in view of the alarm in America at the measures taken by the enemies of the United States on the Canadian frontier. These regulations had entailed great inconvenience both on the citizens of the United States and on the subjects of Her Majesty. Her Majesty's Government hoped that when the mischief ceased the remedy which had been applied would cease also. No official representations had yet been made, as it had not yet been thought expedient to make them.
