§ MR. LAYARDreminded the hon. and gallant Member that the Government had no power to withdraw from the service of the Emperor of China any person who might be in that service. Those who were in Her Majesty's service, and who had received permission to serve under the Emperor of China, had had that permission withdrawn; but as regarded those who were not in Her Majesty's service, if they remained in the service of the Emperor of China, it would be at their own peril.
