§ SIR GEORGE GREYsaid, he gave a most ready assent to the introduction of these two Bills. The noble Lord had taken great interest in this important and difficult subject, and he (Sir George Grey) and the House would be glad to see the Bills prepared under the direction of the noble Lord. At the same time, he was bound to say that, having given a great deal of attention to the subject, he doubted whether they were yet in possession of sufficiently full and accurate information to enable them to legislate effectively upon the subject. He assumed that to be the notion of the noble Lord himself, from the fact that he had given notice for the appointment of a Committee of Inquiry.
