[BILL 83.] SECOND READING.

MR. C. P. VILLIERS

said, that the present measure was intended to supply an omission in the first Bill. By the former Act the Assessment Committee had no power to appear at the sessions to resist appeals against the rate, and the valuation was consequently often abated where it should have been maintained. The present Bill was framed with the view of supplying that deficiency. There might, possibly, be other Amendments needed, but experience had not as yet shown their necessity.

SIR WILLIAM JOLLIFFE

begged to suggest that no appeal should lie from the mere fact of a man being assessed by the Assessment Committee, unless he first applied for the re-hearing of his case. Upon such an application he could take the appeal to the special petty sessions or the quarter sessions, but two appeals were unnecessary.

SIR JOHN SHELLEY

said, he agreed with the remarks of the hon. Baronet (Sir William Jolliffe). He must ask for more time for consideration of the Bill before it went into Committee. Unless the Government gave an assurance to that effect he should object to the second reading.
