MR. PEACOCKE

said, he would beg to ask the Secretary of State for the Colonies, Whether he is prepared to inform the House of the nature of the Instructions to be issued to the Colonial Authorities respecting the treatment to be pursued towards belligerent cruisers entering our harbours?

MR. CARDWELL

replied, that the Draft of Instructions intended to be sent to the Governors of our Colonies with reference to their treatment of belligerent cruisers had been submitted to the Law Officers of the Crown. The object of those Instructions was to give clear and precise directions to the Governors for their future guidance so far as the nature of the case would admit. As soon as the Instructions had been received back from the Law Officers, and approved by Her Majesty's Government, they would be laid upon the table of the House.
