MR. HENNESSY

moved for leave to introduce a Bill to Amend the Irish Poor Law. As there was to be no opposition he would reserve his statement.

LORD NAAS

protested against the introduction of a measure of such importance without some statement of the provisions. Two years ago a Committee sat to consider the Irish Poor Law, and decided that it was not desirable to change its leading provisions. Many alterations of a minor kind were recommended, and were carried out. He thought after that declaration by the Committee, and after the general expression of opinion the other night in favour of the principles of the Irish Poor Law, it was only wasting the time of the House now to introduce a Bill which had not the slightest chance of being passed.

MR. HENNESSY

said, that the Bill simply embodied the clause in the English Act.
