That the Stamp Duty payable on the Mortgage Debentures transferable by delivery issued by the Land Securities Company Limited shall be the ad valorem duty which, by the Act of the Session of the 16th and 17th years of Her present Majesty, chapter 59, section 14, is prescribed in the case of Mortgages given by public Companies, as therein expressed.
