THE MARQUESS OF HARTINGTONreplied that no Barrack Master had been promoted in the manner indicated by the question; but Captain Forbes, a Barrack Master of the Second Class, having retired before the issue of the Warrant of 1860, had, at his own request, been recently reinstated in his position as Barrack Master in that rank.
