HENRY SEYMOURsaid, he wished to ask the Under Secretary of State for Foreign Affairs, Whether Sir Macdonald Stephenson has lately been travelling in China, at the expense of the British Government, or at his own expense, merely with the sanction, of the Foreign Office; and if he will lay upon the table of the House his Report on the possibility of introducing Railways into China?
§ MR. LAYARD, in reply, said, he believed Sir Macdonald Stephenson had been travelling in China, but certainly not at the expense of the Foreign Office, He 1837 could not say if he paid his own expenses or not, for he was not aware under what auspices he was travelling. He understood he had made a Report, but not an official document, and a copy of it had been sent to Earl Russell, but as it was not in an official form he was not able to lay it upon the table of the House.
