MR. WARNER

said, that since he gave notice of his intention to call attention to the Law of Settlement, he had had an opportunity of stating his opinions upon it. The right hon. Gentleman the President of the Poor Law Board had also publicly declared his opinion that a union rating was only a question of time, and that with a union rating the law of settlement must go. He (Mr. Warner) was perfectly satisfied with his declaration, and he thought he should best serve the cause he had at heart, by leaving the further discussion of the matter to the Committee which had already sat two Sessions, and which he hoped would be re-appointed.
