said, he wished to ask the Under Secretary of State for War, if the Accounts of the Army Receipt and Expenditure for the year ending March 31, 1863, will be presented previous to the discussions on the Army Estimates for the current year?

replied that the Returns were ready, and the explanatory statement had, he believed, been already laid upon the table. He hoped the whole of the accounts would be in the hands of Members in a day or two.
