said, he rose to ask the Chancellor of the Exchequer, Whether he is aware that it has been found necessary in some cases to resort to a voluntary rate in order to provide for the collection of the Income Tax by parochial officers; and whether he will consider the propriety of adopting a more regular system?

said, he was not quite certain if he understood precisely the meaning of the expression used by the hon. Member in his question when he spoke of a "voluntary rate." He was aware the collection of the Income Tax by parochial officers was in a state which called for the attention of Parliament, and in the statement he was about to make to the House at a later period of the evening it would be found that Her Majesty's Government had had their attention directed to the subject.
