HC Deb 28 April 1864 vol 174 c1775

said, he would beg to ask the Secretary of State for the Home Department, in the absence of the First Lord of the Treasury, If he would be willing to propose a Conference on American Affairs?

Sir, Her Majesty's Government have no intention whatever of proposing a Conference upon American affairs. If the hon. Gentleman means a Conference, comprising representatives from all the European Governments, I can see no ground that has been laid for such a proposal, to which it is quite certain the Government of the United States would not agree.
