Sir, Her Majesty's Government have no intention whatever of proposing a Conference upon American affairs. If the hon. Gentleman means a Conference, comprising representatives from all the European Governments, I can see no ground that has been laid for such a proposal, to which it is quite certain the Government of the United States would not agree.
