HC Deb 22 April 1864 vol 174 c1504
LORD ROBERT CECIL

said, he would beg to put a question to the Under Secretary of State for Foreign Affairs with respect to the outrage committed on a British subject, of which a report had recently appeared in the public papers. The outrage took place on the coast of North America. It was alleged that a lieutenant of Marines, serving on board an American ship, had wounded a British subject who had been taken on board a blockade runner, and under circumstances of some aggravation. The result was, that the British subject had been maimed for life. The question he had to ask was, Whether they had received at the Foreign Office any information respecting that case, and whether any communication had been addressed to the American Government on the subject?

MR. LAYARD

, in reply, said, Her Majesty's Government had received information on the subject which very nearly agreed with the information that had been published in the newspapers. Her Majesty's Government had demanded redress from the Government of the United States, and a correspondence had been going on for some time between the two Governments on the subject.
