He (Mr. Layard) could satisfy the hon. and gallant Gentleman, by the production of letters, that what he had stated was true. As regarded the matter of arbitration, a correspondence was still going on between Her Majesty's Government and the Government of Peru. Nothing, however, had as yet been decided upon.
