§ THE CHANCELLOR OF THE EXCHEQUERsaid, his intention was to give the noble Lord the Member for Stamford (Lord Robert Cecil) an opportunity, on the Motion for the Third Reading, of raising a discussion upon the notice he had announced. Owing, however, to some defect in intimating that intention, the Order was set down for going into Committee. Under these circumstances it would not be regular to proceed with the subsequent stages, and he should not propose to go further than the Committee that night.
