LAYARDsaid, in reply, that the treaty was not signed; and Mr. Mallet, of the Board of Trade, who was sent to Turin, had returned to this country, in consequence of certain difficulties arising, for the purpose of consulting the President of the Board of Trade; but he trusted that those difficulties were not of a nature to affect the completion of the treaty.
