§ MR. LAYARDsaid, in reply, that he had no official information in respect to the alleged punishment of Polish ladies dressed in mourning, by the infliction at the hands of the Russians of the knout, and he was therefore sorry that it was not in his power to contradict the statement in the morning papers.
