§ MR. LAYARDstated, that by despatches which had been received on Saturday, the Government learned that the Peruvian Government had instructed their Representative in this country to come to an understanding as to the Power to whose arbitration the claims of Captain Melville White against the Peruvian Government should be referred. When the selection was made, he should be glad to inform his hon. and gallant Friend what Power had been chosen for that purpose.
