§ MR. SEYMOUR FITZGERALDsaid, it was only within a very short time he had heard—and; he had heard it with great regret—that Diplomatic relations had been interrupted between this country and Brazil. Under the circumstances, he was anxious to know whether the Government would lay on the table any additional Papers relative to the misunderstanding with Brazil, so that the House might be able to form an early judgment as to the state of affairs.
