§ SIR ROBERT PEELsaid, in reply, that there had been considerable difficulty in getting the Returns in question. This arose from the fact that half the Returns had to be made by the Ecclesiastical Authorities and half by the Registrars of the Dioceses, and neither knew what the other would furnish. Returns had been received from twelve Registrars, but they had yet to come in from eleven others; and it was impossible to say when the Returns would be complete.
