said, he wished to ask the Under Secretary of State for War, On what grounds are Medical Officers of the Army, by a late Warrant, precluded from acting as Presidents of Boards of Inquiry, Boards of Survey, and Committees?

THE MARQUESS OF HARTINGTON

said, in reply, that last year it was thought necessary to re-consider the privileges which were conceded to non-combatant Officers. A Committee was appointed to consider the subject, and their inquiries resulted in the Warrant alluded to. The decision of the Committee had been approved by the Medical Director General, and therefore he did not think that the Medical Officers could feel that any stigma had been thrown upon them.
