said, he would beg to ask the President of the Board of Trade, If there exists any regulation of the Board of Trade to prevent Passenger Carriages being attached to the Engine or Tender of a Railway Train without the intervention of a Luggage or other Van?

MR. MILNER GIBSON

, in reply, said, his Department had no power of making regulations for the arrangement of carriages in a train. No complaint of the practice referred to by the hon. Member had been made to the Government. Had any complaint been made, or had the Inspectors reported upon the subject, a letter would have been written to the Railway Companies calling their attention to the subject; but there was no power to make any absolute order.
