§ MR. CHICHESTER FORTESCUEstated, in reply, that in his opinion it would be impossible to confer a greater benefit at a small expense to the public than by providing pensions for Colonial Governors. At the same time, the right hon. Gentleman must be aware that many difficulties stood in the way of such a measure, and the noble Duke at the head of the Colonial Office, who had the subject under careful consideration, had not yet come to any final decision with respect to it.
