said, he would beg to ask the Secretary of State for India, Whether his attention and that of the Supreme Government and other authorities in India has been directed to the present mode of selecting and training young men for the Indian Civil Service; and whether he will lay upon the table any Correspondence or other Papers relating to this subject?
