§ MR. C. P. VILLIERSsaid, he would consent to postpone the second reading of the Bill until after he had received a deputation alluded to by the hon. Member. At the same time, however, he must state that the responsibility of delaying the progress of the Bill would attach to the hon. Gentleman.
