§ MR. ARTHUR MILLSsaid, he had to ask the President of the Board of Trade, Whether the reference to the Committee about to be appointed on Private Bill legislation will include the question of the expediency or otherwise of empowering Committees on Private Bills to award costs in certain cases?
§ MR. MILNER GIBSONsaid, that if it should please the House to appoint the Committee of which he had given notice, there would, he thought, be no doubt that the question of the awarding of costs would come within the scope of the order of reference.
