§ MR. MILNER GIBSONmoved for leave to bring in a Bill "to regulate the Exercise of Powers under Special Acts for the construction and maintenance of Telegraphs." It was a, measure to consolidate into one Act the various provisions contained in special Acts obtained by electric telegraph companies. Anything already done under existing Acts would not be affected; but the general Act would control all future operations. The measure was one entirely of detail.
