§ LORD CLARENCE PAGETreplied, that the question of pay of the Masters of Dock and Victualling Craft was fully entered into in 1857, and it was not the intention of the Admiralty to re-open it; but he might state for the information of the hon. Gentleman that it had been in serious contemplation by the Admiralty to do away with the masters of the craft altogether, and to substitute for them warrant officers and seamen of the Royal Navy, who might be called upon to serve their country in case of war.
