§ VISCOUNT PALMERSTONSir, whatever may have been the wish of the House expressed on that subject I think the House must at the same time have seen what are the difficulties which surround the question with a view to any satisfactory arrangement. All I can say is, that Her Majesty's Government are not prepared at present to undertake that task.
