SIR GEORGE LEWISsaid, there was no wish whatever on the part of the Government to deprive the House of the fullest opportunity of discussing this question. It would, probably, be his duty to propose that an additional sum should be taken beyond the loan two years ago. That would render it necessary that a Bill should be brought in; there would, therefore, be ample opportunity for discussion on the subject.
