in moving the second reading of this Bill said, he proposed, with the permission of the House, to take the discussion upon it at another stage.

SIR FRANCIS GOLDSMID

said, that the first clause was substantially the same as one that had been twice rejected by that House; and therefore, in Committee, if no one else did so, he would move the omission of that clause.

MR. MALINS

said, that he could not distinguish between the first clause and that which had been rejected.
