§ SIR FITZROY KELLYin moving the second reading of this Bill said, he proposed, with the permission of the House, to take the discussion upon it at another stage.
§ SIR FRANCIS GOLDSMIDsaid, that the first clause was substantially the same as one that had been twice rejected by that House; and therefore, in Committee, if no one else did so, he would move the omission of that clause.
§ MR. MALINSsaid, that he could not distinguish between the first clause and that which had been rejected.
