HC Deb 25 March 1862 vol 166 c20
MR. W. E. FORSTER

said, he wished to ask the Under Secretary of State for Foreign Affairs, Whether he can give the House any information relative to the Commercial Treaty now negotiating between this Country and Belgium?

MR. LAYARD

It is with much regret I have to announce—and I am sure my hon. Friends connected with the manufacturing districts will hear the announcement with regret—that, owing to the demands which have been put forward by the Belgian Government, the negotiations upon this subject are suspended for the present.
