MR. HADFIELD moved the second reading of the Bill.

MR. HENNESSY

said, he hoped the Bill would be enlarged in scope, so as to wholly abolish whipping in prisons. Universal praise was accorded to the prison discipline of Ireland, though there was more whipping in one gaol in England than in all the gaols in Ireland.
