MR. ROEBUCK moved the appointment of the Select Committee on this Bill.

MR. CRAWFORD

thought the composition of the Committee not altogether satisfactory. The manufacturing interest was represented upon it, but not the interest of the vendors, and he gave notice that on Monday he should move that the hon. Member for Honiton (Mr. Moffatt) be added to the Committee.

MR. ROEBUCK

said, that the composition of the Committee had been very carefully considered by the President of the Board of Trade and himself.

MR. MOFFATT

observed, that the punishment under the Bill would fall on the vendors, and not on the manufacturers, and he therefore conceived that the interest of the vendors should be fairly represented on the Committee.
