said, he would beg to ask Mr. Chancellor of the Exchequer, Why the House Telegraph, published in the Lobby several times in the course of the evening, being a newspaper, is not compelled to register and to enter into recognizances in accordance with the Act 6 & 7 Will. IV., c. 76, and the Act 60 Geo. III., c. 9?

said, the publication in question came, he supposed, within the definition of a newspaper given in the Act of Parliament. But whether a jury, who would have to decide in part, would be likely to come to the conclusion that it ought to be looked upon in that light, he was unable to say.
